Employee Benefits

The City of Fontana has a variety of benefit options available to employees including medical, dental, vision, disability, and life insurance. Our plan allows for employees to select benefits based upon their individual needs. 


Full-time and Classified Part-time employees are eligible for benefits the first day of the month following 30 days of employment. 

Cafeteria Allotment

Based on your bargaining unit, the City of Fontana will contribute up to a dollar amount listed on the right for employee and dependent coverage. For plan elections that exceed the maximum allotment, the employee will be responsible for the out-of-pocket cost. Employees may receive a cash back option if their plan elections are below the minimum amount guaranteed upon based on their bargaining group. This cash back amount may increase tax liability as this amount will be reported to the IRS as income received and employees assume responsibility for this amount. Employees electing to waive medical and dental coverage must show proof of current group coverage.

Employee and City contribution amounts are subject to change each year in January in accordance with contract renewals. Employer contributions toward monthly premiums are determined by the applicable Memorandum of Understanding for each bargaining unit.

Qualified Dependents

An employee may enroll the following dependents onto their medical, dental, and/or vision plans:

  • Spouse/Registered Domestic Partner
  • Children (step children, adopted children, and/or foster children) under the age of 26

Open Enrollment

You can make changes to your benefits during the open enrollment period which is held every October. Any changes you make in October will be effective the following January.

Qualifying Events

Employees are permitted to make changes outside of the open enrollment period should a qualifying event occur. These elections will be effective the first day of the month following the qualifying event. These events listed below are defined and recognized by the IRS. Any and all other events will not be permitted. 

  • Marriage/Registered Domestic Partnership
  • Divorce
  • Birth/adoption of a child
  • Death of a spouse or child
  • Loss of coverage

Changes must be made within 30 days of the qualifying life event. Failure to make changes within 30 days of the qualifying life event will require that the employee wait for the next open enrollment period.
