Overview
The City of Fontana Redevelopment Agency programs are working to implement the community's vision for Fontana to become a premier city in the Inland Empire. Programs in Downtown, Jurupa Hills, North Fontana, Sierra Commercial Corridor, and Southwest Industrial Park will:

Downtown Redevelopment Project
The Downtown Redevelopment Project was originally adopted in 1975 and subsequently amended on five separate occasions. The Downtown Project includes several commercial corridors along non contiguous portions of Sierra Avenue, Valley Boulevard, and Foothill Boulevard. Downtown Revitalization Suggestion Form In 2000, the City embarked on the monumental task of identifying the path to revitalization of the downtown area. |

Jurupa Hills Redevelopment Project
The Jurupa Hills Redevelopment Project was adopted in 1981 and contains approximately 2,607 acres of land. The ultimate build-out of this project area will include approximately 1,160 acres of lower and moderately priced housing, 49 acres of commercial development, and 1,398 acres of public facilities, including open space, schools, parks, and utility corridors. The Jurupa Hills Project encompasses major portions of the southern area of the City south of Jurupa Avenue. The Southridge Village Specific Plan governs the major development in this Project area. The construction of the major backbone infrastructure has been completed in all three phases of Southridge Village. Phases I and II are nearly built-out; construction in Phase III is on-going, with several tracts completed. The Jurupa Hills Redevelopment Plan has been amended twice to increase the limits on bonded indebtedness. Amendment No. 3 was adopted on November 15, 1994, to bring the Jurupa Hills Redevelopment Plan in conformity with the requirements of AB 1290. |

North Fontana Redevelopment Project
The North Fontana Redevelopment Project was originally adopted in 1982 and encompasses approximately 8,900 acres, including major portions of the northern area of the City from Foothill Boulevard to Interstate 15 on the northwest to the City boundaries immediately east of Sierra Avenue. An amendment was adopted on November 15, 1994, to bring the North Fontana Redevelopment Plan in conformity with the requirements of AB 1290. The most significant development within the project is the Village of Heritage, a 1,400-acre mixed-use development comprised of single- and multi-family housing, and office park, commercial and industrial uses. |

Sierra Corridor Commercial Redevelopment Project
The Sierra Corridor Commercial Redevelopment Project is the newest redevelopment project;it was adopted in 1992. This project incorporates the major commercial corridors of the City not already included within the existing Downtown Redevelopment Project. The Sierra Corridor Project area contains approximately 2,213 acres of mixed uses such as commercial, retail, and residential. An amendment was adopted on November 15, 1994, to bring the Sierra Corridor Commercial Redevelopment Plan in conformity with the requirements of AB 1290. |

Southwest Industrial Park Redevelopment Project (SWIP)
The Southwest Industrial Park (“SWIP”) Redevelopment Project was originally adopted in 1977, and subsequently amended nine times. Amendment Nos. 1 through 5 added territory to the Project Area by adoption of Ordinance Nos. 628, 653, 770, 790, and 1056 between 1979 and 1992. Amendment No. 6 modified time limits to conform with AB 1290, as codified in Section 33333.6 of the CCRL, by adoption of Ordinance No. 1140 on November 15, 1994. Amendment No. 7, adopted on December 21, 2004 by Ordinance No. 1467, extended the effectiveness of the redevelopment plan and time limit to receive tax increment by one year pursuant to SB 1045. Amendment No. 8, adopted on June 26 2007 by Ordinance No. 1556, adopted an eminent domain program pursuant to SB 53. Amendment No. 9, adopted on June 23, 2010 by Ordinance 1619, expanded the boundaries of the existing Southwest Industrial Park Project Area by approximately 1,101 acres and provided a new Amended and Restated Redevelopment Plan (“Amended Plan”). The new Amended and Restated Plan modified the existing Redevelopment Plan (“Existing Plan”) for the SWIP Project Area to be consistent with current law and practices. The Amended Plan did not change time or financial limitations associated with the Existing Amendment Areas 1 through 5. The SWIP Redevelopment Project totals approximately 3,427 acres of land primarily designated for industrial and light manufacturing uses. Most of this land lies in the southwest part of the City south of the Interstate 10.

Facade Rehabilitation Program
The façade rehabilitation program along Sierra Avenue is major redevelopment project being undertaken as part of the overall downtown revitalization program. The façade rehabilitation program is a multi-phased program.
The rehabilitation program is being carried out through the use of façade easements granted to the Agency for 10 years. The Agency is funding the program as a way of helping to revitalize the downtown by putting a fresh architectural face on the buildings and making access more attractive to shoppers. New sidewalk and street landscaping will also be a part of the program.
Phase 1
Phase 1 was completed in 2007 and included the block face on the east side of Sierra Avenue between Orange Way and Valencia Avenue.
Phase 2
City Sponsored Downtown Facade Program Phase 2 includes the block face on the east side of Sierra Avenue between Valencia Avenue and Arrow Boulevard. Phase 2 also includes remedial improvements to the rear alley supporting the Phase 1 project and was completed in April 2010.
Phase 3
Phase 3 will focus on the west side of Sierra Ave. between Arrow Highway and Valencia Avenue, plus the alleys for the second and third phase blocks. Design plans are underway for Façade Rehabilitation Program Phase 3.

Overview
The Empire Center is a 522-acre area south of the Interstate 10 Freeway and east of Sierra Avenue. It was largely vacant in 1987 when the Alexander Haagen Company purchased the land in conjunction with national retailer, Sears Roebuck. By 1990 a development plan had been prepared and was submitted to the City for consideration.
Plan
The Empire Center Plan consisted of a three-phased approach including:
- Development of a 645,000 square foot promotional shopping center anchored by IKEA, Target Greatlands, and Mervyns
- A 1,000,000 square foot enclosed regional shopping mall
- A 180-acre single family residential neighborhood in the southeast quadrant of the Empire Center.
Additional development in the Empire Center would include an entertainment center, including a multi-screen cinema, and community and neighborhood shopping facilities

Recent Activities And Updates
- The Palm Court Promotional Shopping Center opened for business in March 1992. All three major anchors opened by July 1992 and the Center was over 65% occupied by the end of 1992.
- The residential area was approved for approximately 383 homes on lots with a minimum of 7,200 square feet in size. Homes have been built and occupied and the Colton Unified School District has built an elementary school in the neighborhood.
